Well I found the MIBs... they are installed on the server by default. I found mine at: SYS:\SYSTEM\NMA\MIBS
It appears they way netware uses SNMP via a master SNMP module. This is loaded at boot time, and other modules pass their information to that module for communication, even hardware monitoring ones like HP insight manager/ibm director. I should be able to use the snmpwalk command to get my performance data, now I just need to figure out what to query for. In other words, I have some reading to do! I am going to keep this thread going like a journal, to help anyone else out doing this same thing.
