Hmm...I would create a performance template for uptime. Then you could take that and combine it with the NIC perf templates and the available web server perf templates. I think Apache is the only perf template you can download so you might need to create one if you are using a diff web server. (I created one for IIS6.)
Then every month you'd go to the web server, change the time frame to Monthly, zoom into the month in question, screenshot the page, and email. Of course you could save the individual graph pics and then export them to something and write detailed comments explains peaks and valleys, point out correlations...yadda yadda.
