I would think 60 seconds should be enough, but this may not be the case if you have a regex specified for the service and you're connecting to SMTP it is possible that it could take longer.
Check to see if you have a regex expected in the IpService definition. If you do, Zenoss will require that text matching this regex comes back within your defined timeout.
