Just because you see a network appear in /Networks doesn't mean that
it was scanned. When Zenoss models the interface and route tables of a
device it will add any networks that it finds to the /Networks view.
This doesn't cause the network to be scanned. It's just informational.
Setting zAutoDiscover to false at /Networks will prevent networks from
ever being scanned for devices.
