Normally the only template that is bound to a device is the "Device"
template. If you want your CPU template to be applied to the device
you can do so by binding it at the device class or device level. Go to
the Templates tab for the device class, or menu->More->Templates at
the device. Then choose Bind Templates from the available templates
menu and ctrl-click the Device and CPU templates so they'll both be
used.
