I have the same problem too. After upgrading Zenoss to 2.1.3 it stops sending clear messages. Downgrading back 2.1.2 didn't help. I made clean install of 2.1.3 and restored Zope db from backup -- still no clear messages. I deleted and added Alerting rules -- no avail. No clues in logs also.
