I had this problem - but with 2.1.2 first. I upgraded to 2.1.3 which didn't 
help. After reading the above posts about the zenperf crashing and taking a 
while to load - I wondered if I had strained it by loading devices in bulk (I 
used a wget and lists of devices in each class). I'll list what I did below - 
but at this point I am no longer setting the missing RRD files error. The 
graphs are still blank, but I want to give it some time. I'm also reloading the 
devices with a 120 sleep between each one in my loop.

1) shutdown zenoss
2) clear .pickle and .zec files
3) move all devices maint state (this didn't help me - so i deleted them all)
4) zenperfsnmp genconf - generate a sample config - in this config I 
uncommented and changed the default username and password (my password is not 
zenoss). replaced old zenperfsnmp.conf with this one
5) started zenoss
6) added devices slowly
