Looking at CISCO-TC.my, it defines Unsigned64, but defines its SYNTAX as Counter64. I changed the Unsigned64 entries in CISCO- CONFIG-MAN-MIB.my to Counter64 and was able to load the mib successfully.

On another thread, someone was also able to load the mib by changing Unsigned64 to Unsigned32. Not sure which is the proper solution, but the mib was loaded regardless. I was mostly concerned about being notified when a config change happened, so the values associated with this change may not even come into play.

I make this change all of the time "Unsigned64 to Unsigned32" to make this MIB import and I can verify that the configManEvent traps come in fine.
