No, that's not normal, at least I don't think it is. Seeing as how this was two days ago, I hope that the process is still not just printing periods across your monitor. ;-)
I have this happen every once in a while and if I remember correctly it was because zeoctl was already running, or was zombified or something. Anyway, it seemed like it was patiently waiting to bind to its port. After making sure all relevant processes were dead (and therefore, port 8100 being available), it fired right up.
