Since I haven't seen an answer for you, I'll take a stab at it. To get a list of the devices in a rack, you'll have to create a custom device report. For instance, I have a report with the following columns: id manageIp getLocationName snmpLocation rackSlot snmpContact
I have my locations defined down to the rack (ie. /Springfield/ANPI/Computer Room/Rack C03 and we have the rack in snmpLocation. To narrow the list to just a given rack. Put the rack in the search for the report.
