Please explain what equipment you have in this setup, and how it's configured. If those are non-managed switches, there's basically nothing zenoss can look at, as far as I know, since it relies upon snmp and ip. If they are managed, you could setup traps. If the router in that case actually has two interfaces and uses hsrp or similar to tell a link is down it could send a trap to let you know that it's running on its secondary interface. You also don't indicate what the two exit links to from your switches terminate into - that might be able to send traps as well.
