Zenoss does not currently have support for localization. This is something I am working to get put on the roadmap for the next release after 2.3, but at this time we don't have support for it or an easy way to add it. One of the main roadblocks is our current version of Zope doesn't support it as well as newer versions, so upgrading Zope is where the work will be done to enable this.
