I too saw this problem, however my current install does not have this issue. I am not sure why. I would like to suggest using a test instance of Zenoss (may be a VM, not the Zenoss VM appliance though) and with a base install of Zenoss, then add Zenpacks testing groups notifications before each change.
I know what a pain, this in something and something I thing Zenoss Corp. should be doing but ... Zenoss Core is free and open source needs as many testers as possible.
