I had the same problem with a fresh 2.2.3 install (rpm -- not the stack) and it ended up being a permissions problem. My fix was to make sure that all of the files under $ZENHOME/bin were owned by the zenoss user and group (several were owned by root). Stop the zenoss services, remove the zenhub files under $ZENHOME/var and start zenoss back up.
