Devices will show up as down as long as they zenping can't ping them. It's not clear from your question whether you're snmpwalking and pinging from the monitor for the device or not. If you can ping from the device, then there must be something wrong with your Zenoss's ping command, if you can't ping from the monitor then pings from that machine may be selectively blocked, check your firewall settings, and make sure your Intrusion Detection System (if applicable) ignores pings and SNMP requests from that device.
