I found Ticket #3525 about this problem. The problem appears to occur when ever winmodeler is run (from the ticket and from my experience with it), and according to the ticket has something to do with a firewall blocking access to dynamic DCOM ports and Zenoss failing to handle this error problem. Thus generating the bogus missing file errors.
