You gotta start basic:

1) From the zenoss server, can you walk the device?
2) Do you have the right community string for zSnmpCommunity, in your 
zProperties for /Devices ? 
3) Do you have deeper in your Devices tree (where your router lives), that's 
overriding the default?
4) Is zSnmpMonitorIgnore set to True? If so, set it to false.
