The patch didn't exist until after 2.2.3 was released. I'm not sure
why it didn't make it into the 2.2.4 release. It looks like it was
proposed for it at one point, but them pushed forward to the 2.3
release. What this means is that likely 2.2.4 will be the last release
where you need to manually apply this patch.
