When you collect the load average from a device using SNMP it comes back multiplied by 100. This is because load average is something that you want two decimal places of precision on, but SNMP can't support that.
So what you need to do is set your threshold at 300 instead of 3. This will create an event when the Linux top/w commands say the load average is 3. The graph is already scaling it properly which explains the difference you see.
