Did you find a way around this??  I have exactly the same requirement - a bunch 
of systems to which I have SNMP access but not ping (though I can envisage 
other scenarios where, perhaps, one only has ssh, say).

With ping monitoring disabled in zproperties , not only do you never get the 
device status light to change away from green but the ipRouteEntry and 
ipInterface status indicators also stay green even when the snmp service goes 
down on the target - at least this IS reflected with a red blob against the 
snmp service.
