I am using the Alerting Rules in Zenoss to send email to an SMS gateway service 
and thereby to the on-call phone.

However, it can occur that there is a network or other compound failure (or 
simply a failure with Zenoss) that causes it to think many or all of the 
monitored hosts are down. This causes WAY more SMS alerts than is necessary or 
even interesting, to the point of making the on-call phone useless for a long 
time.

Is there a way to limit or throttle the number of emails sent by the Alerting 
Rules? Optimally, I'd like to impose a restriction of, say, no more than 3 
critical alerts reported per hour.
