Did you unzip it? Did it get renamed somehow when you downloaded it? http://downloads.sourceforge.net/zenoss/Zenoss_Core_Installation_2.3.0.pdf.zip
Make sure it gets named "Zenoss_Core_Installation_2.3.0.pdf.zip", then unzip it and verify the name is "Zenoss_Core_Installation_2.3.0.pdf".
