It is in the Enterprise version. I don't know of any effort to add it to 
the Core version, though if you wanted to do a bunch of programming, you 
could then make it into a zenpack for Core I believe.

The only reference I can see is in the dev guide to the API for checking 
permissions inside zenoss. . .
