This is a function of RRD - it's averaging values... Try looking at my 
thread on graphing pages/5minutes from a printer for more info:

It's basically RRD setup, when you create the graph. If you're going to 
change the graph definition, you'll need to delete the old graphs (from 
command line, and .pickle files IIRC) and lose historical data, or make 
a new graph (name etc) . . .
