You can easily add a production state under the "Settings" window.  Look for 
the "State Conversions" section and add yours in the appropriate place.  I 
added one like so: "No-production-impact:450" between Pre-Production and Test.

I use this state for servers that are in production but don't impact production 
if they blow up (I also use Test and Dev., etc. as appropriate).  I then create 
alerting rules based on a production state of "Production" to weed out all the 
non-production stuff that I don't want on-call staff getting paged on.

As to whether it's reasonable or not, it was for me.  I did it many months and 
versions ago and I've not had any problem with it.
