I have noticed the same issues regarding maintenance windows since about 2.0.6, and have mentioned them in the forums many times--enough that I think I began to be ignored. ;-) They seem to have gotten a little better, but I still have issues with them. As I have stated before, half of any NMS is making sure you get paged when issues arise, and the other half is ensuring you DON'T get paged when you don't want or need to be. Unfortunately, I've never gotten the impression that getting Maintenance Windows to work properly was a high priority.
