Yes, one clear event can clear 0 or more events. Zenoss looks at the  
following fields.

device
component
eventKey (or summary if eventKey is blank)
eventClass (or zEventClearClasses of the eventClass if they exist)

Any active events that match these criteria will be moved to history  
along with the clear event.
