Something that popped out at me from your post is that the trap that you are receiving doesn't match what is defined in the cpqrack.mib.
snmp trap compaq.0.22015 translates to 1.3.6.1.4.1.232.0.22015, however, the mib defines that trap as 1.3.6.1.4.1.232.22015. Somehow it seems like the trap has an extra 0 inbetween 232 and 22015, and the trap isn't matching what the mib has defined. I'm sorry, but I don't have any compaq/hp hardware I can test this on, and I know this probably isn't much help, but it looks like this is why the translations aren't happening.
