The short answer is what you see is what you get with Core - the 
predefined access levels you know and love.

The long answer is you really aren't limited in Core, you *could* code 
up a community version Zenpack that does exactly what the Enterprise 
zenpack does via Zope etc. It would be difficult, but I'm sure everyone 
would love for someone to do that and GPL it. Maybe with the sourceforge 
and code repositories that would be something to consider getting 
interested community devs involved in.

The mid-answer is Jane Curry from Skills 1st UK has been doing some 
awesome documentation on parts of Zenoss, and I highly recommend reading 
her docs if they apply to your question, which in your case, this one does:
