I have evrth working with snmp v3 under Scientific linux. There is no 
bugs now. Check you setup by running snmpwalk -v 3 ....   from command line.
Sometimes it is not trivial to set up snmp v3 users. After clean install 
of net-snmp package you should start snmpd service and stop it. This 
will create snmpd.conf file under /var/.../ which will store all users 
passwords and other snmpv3 related stuff like engineid. Then I usually 
run net-snmp-config  to add snmpv3 users. You should do it only this way 
because otherwise (if you run net-snmp-config before) snmpd.conf will 
have wrong permissions.
