So, just to close this de-dup question off...here is what I ended up doing to fix this, not the best and I'm planning on cleaning it up, but here is what works...the problem was open/close events coming in to close together and not being caught by zenactions and thus our NOC was unaware of conditions on the network. Had to figure out some way to have Zenoss alert on EVERY instance of the msg (regardless of if they came in 1 second apart or 1 hour apart), no de-duplication (and I guess as a result, no event correlation or clearing :( .
