Where did you check out the code you're building? Does the zenoss user have write permission to this directory? I assume you checked out the code as the zenoss user, but make sure that user has permission to write to the check-out directory. You'll need to write files while building (install.sh) and in the target directory (in your case, /usr/local/zenoss).
