I don't know if this will help you but I had the same kind of error when I upgraded to 2.3.2 and things broke during the zenmigrate phase. I did some poking around and I had two zenpacks that weren't exactly installed correctly. One was a home grown zenpack, the other was an upgrade to version 3 of the ZENJMX zenpack. I was able to determine the broken zenpacks by doing zenpack --list from the command line. Those two zenpacks did not list correctly. I removed those 2 zenpacks using zenpack --remove=<ZENPACKNAME>. After I removed the zenpacks, I ran zenmigrate and everyting is working correctly now. Hope this helps a little, but I would look at your zenpacks to see if one has a problem.
