I'm fairly certain I've pressed this button a few times in the past with no ill effects. However, I'm betting it does the same thing as running '$ZENHOME/bin/zeopack.py -p 8100' as listed in the Zenoss Admin Guide, Chapter 10 ( http://www.zenoss.com/community/docs/zenoss-guide/2.3.0/ch26s01.html ).
