thanks for your reply and sorry for being away for such a long period. 

anyway just want to update that everything is tested okay after I changed my 
Zenoss server to 2.3.3 running on Fedora Core 9. (previously i was using vmware 
for Windows version 2.3.2.)

I am now able to use winexe get my W3SVC auto-restart after somewhat more 
tweakings to my Windows Machine, especially after following the instructions at 
winexe homepage:
