As far as I know, and that's not far, maintenance windows should just 
set the devices to maintenance, so your general alerting rule won't fire 
due to the production state filter...

Do you have any alerting rule schedules? It's not clear from the above 
if you're (and Zenoss) is talking about Maintenance Windows or Alerting 
Schedules. I believe Alerting Schedules does disable the rule when the 
schedule is off?
