ZenWin and ZenEventLog are both Windows monitoring parts of Zenoss. Generally they ought to be running when you start/restart Zenoss.
They only run on systems in /Devices/Server/Windows by default, and only really work if you specify zWinUser and zWinPassword in the zProperties for the class or device(s).
