Mmmm, perhaps. Generally speaking, many browsers have their own caching 
scheme to improve performance and don't necessarily listen to server 
side directives (as some servers will try and force a reload even when 
nothing has changed)... It gets complicated, but cache settings are 
usually set when you download a file the first time with an age out sort 
of directive - Zenoss setting might work great for normal use, but they 
don't know when you'd upgrade exactly so you have to force it that time...
