Yes, this will work just fine.  In addition, you could simply use ping to 
detect if the Windows machine has become unresponsive, that is of course 
assuming that when the machine is unresponsive that includes the NIC and IP 
stack.  Might be a little easier than dealing with SNMP traps.  Ultimately 
either should do the trick just fine without to much trouble.
