So, Randomly I started getting a major mySQL error and I decided to uninstall and reinstall.
Now I have hopefully simplified things. Base core install of Zenoss, plus 1 Zenpack. ZenPacks.Nagios.CheckPing. Still getting the missing RRD file error on Perf graphs. I have tried setting the perf folder and everything in it to rwx all.
