Sounds like a standard threshold to me... Yea, see the SNMP Device template for an example.
Install one of the Linux Zenpacks for SSH that meets your needs, then setup the SSH monitoring. Look at the existing threshold, I'd think there almost HAS to be one already. In the SNMP template, there's a Min/Max Threshold, twigged on ssCpuRawIdle_ssCpuRawIdle which has a min value of 2. Pretty straightforward I think. To make your own, consider making a local copy of the template you're going to modify. Then, if you mess up, you can delete it and make a new local copy from the original good one to test again. Then make a threshold, name it whatever, set to Min/Max Threshold and put it on whatever Data Point makes sense, maybe laLoadInt1? Set max value to something you like? 2 maybe? And on and on - you can set severity, escalation, etc. This will then create an event, which you will look for with an alerting rule you create. That alerting rule will e-mail your admins ...
