You can try pulling the OpenPGM source separately and build with
external libpgm.
I have tried with openPGM 5.2.121 and zmq 3.2.1-rc2 configured and
compiled with the option --with-system-pgm
It works fine with this openPGM release.
I have not tested with ZMQ 3.2.2 but as far as I know, ZMQ 3.2.2 uses
opemPGM 5.1.118. Therefore, I think the problem should be there with ZMQ
3.2.2
