From some further research (though not definitive), it appears to be related to having on the order of 30 unconnected sockets with a message queued on each that triggers it. Haven't proven that having the queued message is part of the cause but have set up a scenario where the number of unconnected sockets is lower and then repeatedly queuing messages seems to work just fine.
