You could generate the import library from the provided libsodium-4.def file per the instructions at http://www.mingw.org/wiki/MSVC_and_MinGW_DLLs.
libsodium seems to build fine using MinGW's msys, yielding the same output as what comes in the pre-compiled tarball. make check passes.
