Someone should add it clearly to the wiki, yes.

It might be good to provide language-specific sections on the Download
page for the main languages at least.

it's as official as any other ZeroMQ project, part of our
organization, and there has been considerable work to make JeroMQ and
JZMQ use the same API so you can switch between them painlessly.
