If you mean as an official Ubuntu package, that's because there's no Debian package either. I started packaging it for Debian a couple years ago [0] but lost interest after a few months. TBQH I don't "care" much about czmq so I'd rather spend my time doing something else. If someone is interested in doing the actual packaging (and more importantly, maintaining it over time) I'd be willing to sponsor their work in Debian (which in turn will show up in Ubuntu) if needed. If you (or anyone else) is interested, a good place to start is [1] (step #2 has already been done) and [2] which contains my initial work (it's for version 1.2.0 so it'll need updating). Note that properly maintaining Debian packages takes time and maintainers are expected to be quite diligent in their work, so be prepared to do a good bit of learning (there's plenty of documentation and people available to answer your questions too). AFAIK there are also a few Ubuntu PPAs with zeromq packages which may have czmq packages too (some of the PPAs I've seen seem to be out-of-date though).
