libzmq has been safe to use in commercial applications since we
switched from GPL to LPGL before version 1.0. The static link
exception means you don't need to provide libzmq as a DLL, you can
create a fully linked static binary. The additional text I wrote was
to clarify what this exception meant.

So yes, 3.2.x has exactly the same license as 4.x and you can use it
in your commercial applications.
