I'm not sure either. The ml has been getting more quiet over the years.
There are to many communication channels nowadays IMHO.
The community has been using the C4 process successfully over the years
which dictates that the PR should be merged. I'm not following libzmq
that closely but I will merge the PR if nobody steps forward to explain
otherwise.
