Trade unions veto proposal for job reservation in private sector

New Delhi, Feb 8  What the government wants need not always be what the people 
want. In a significant development, a number of private sector trade unions 
have called for the extension of training and skill upgradation facilities to 
the scheduled castes and scheduled tribes, but have vetoed the government 
proposal to extend job reservations to the private sector. 
The government had written to about 122 trade unions in mid-Novenmber 2004 
requesting them to put forward their views so that further industry 
consultations could take place. �Only about 30 trade unions have responded so 
far but none of them have shown a positive inclination to reservation,� said a 
government official. 
The UPA government has promised affirmative action to introduce reservation in 
the private sector in the national Common Minimum Programme. The government has 
constituted a group of ministers (GoM) headed by Mr Sharad Pawar, minister for 
agriculture, consumer affairs, food & public distribution, for examining 
affirmative action for fulfilling the aspirations of youth belonging to SC/ST 
category. The group is served by the ministry of social justice and 
empowerment. 
In order that the weaker sections are represented in social sector 
organisations like non-governmental organisations (NGOs). The government, which 
supports about 2,700 NGOs, will not issue the second installment of grant in 
aid to NGOs that do not adhere to the government�s reservation policy regarding 
scheduled castes, scheduled tribes, other backward classes, disabled persons, 
etc. 
The policy is applicable to NGOs that employ more than 20 people and at least 
50% of whose recurring expenditure is met by the Central government. An NGO 
needs to conform to the reservation guidelines if it receives Rs two lakh and 
above as grant in aid from the consolidated fund of India. 
The government had given grant in aid to 2,414 NGOs to the tune of Rs 211 crore 
during 2003-2004. Presently, 15% of seats are reserved for SC candidates, 7.5% 
for STs and 27% for other backward classes (OBCs) for recruitment made by the 
government under group A and B services. The reservation for group C and D 
depends on proportion of population.
