KANNADA SAHITYA SAMMELANA BEGINS
Implement Mahajan report: Shantarasa

By Ramesh Mysore DH News Service Bidar:

Kannada literary stalwart Shantarasa on Friday declared that there was no doubt about Belgaum being part of Karnataka and called for the implementation of the Mahajan report in toto.
In his presidential address at the 72nd All-India Kannada Sahitya Sammelana here, he described the recent unsavoury developments over Belgaum as a blot on democracy.
The borders were finalised when the States were reorganised. Despite this, trouble erupted in border areas now and then.

The reason for this was that the Karnataka and Maharashtra governments, instead of focusing on development of the border areas, were using the boundary issue to settle political scores. The Centre, which had to arbitrate and find a solution for such problems, had succumbed to compulsions of party politics and thrown up its hands, he said.
Instead of using the boundary issue as a political pawn, the Karnataka government should develop the border areas.
The Centre should crack down on the Hitleresque Sena which had declared that it would target Kannadigas in Maharashtra, he said.
Traditionally, the Sahitya Sammelana president’s address is regarded as a statement made by a respected writer on behalf of all Kannadigas on issues concerning them.
In his address, Shantarasa dealt with such wide-ranging issues as globalisation, liberalisation, privatisation, border and water disputes, the status of Kannada in education, female foeticide, the demand for reservation of jobs in the IT sector and multinational companies, and so on. He pointed out that the D M Nanjundappa report had clearly shown regional imbalance in the State. The Nanjundappa report should be implemented with suitable modifications. He called for the evolution of a Kannada consciousness free from prejudices against women, Dalits and Muslim.
Opposed
Shantarasa opposed the setting up of a women’s university in Bijapur. The university taught the same old traditional degrees, and not courses in women’s studies. If the difference in opportunities between men and women had to be erased, they should be allowed to come together and work together with cordiality. Co-education was better than such exclusive education.
He appreciated the new development of women’s self-help groups. Women should go a step forward and develop pro-women thinking.
The Sammelana president called for the implementation of the Sarojini Mahishi report on jobs and seats in professional colleges for Kannadigas.
He came down heavily on multinational companies that refuse to reserve jobs for Kannadigas. The government should not encourage them as they use our land, water and resources yet refuse to give us jobs, he said.
Advocating the status of classical language for Kannada, he regretted that the MPs of Karnataka had not lobbied with the Central government for it.
He noted that even the Kannada chair in the Benaras Hindu University had been scrapped. The Kannada chairs in Mumbai, Chennai and Hyderabad were also on the verge of closure, he said.
Amendment sought
Chief Minister N Dharam Singh on Friday urged the Central government to amend Article 371 of the Constitution to enable development works in the backward regions of the State, including the Hyderabad-Karnataka region.
In his inaugural address at the 72nd all-India Kannada Sahitya Samelana, which was read out in absentia, Mr Singh said the entire year from November 1, 2006 to November 1, 2007 would be celebrated as Suvarna Karnataka year.
The State had to progress by overcoming the obstacles to the implementation of the Champa and Baragur reports concerning the field of education, the Sarojini Mahishi report regarding jobs for Kannadigas, the Vatal report and the Nanjundappa report, he added.
